There are 4 kinds of cards in Fluxx:
Keepers:
You put these out on the table in front of you when you play them.
Goals:
When someone plays a goal, it stays in the center of the table until a new goal takes its place. To win, you simply need to do whatever the goal says. Most of the time, the goal requires you to have a couple of particular Keepers on the table in front of you. As soon as any player achieves the current goal, that player wins!
New Rules:
This is where the fun really starts. When the game begins, the only rules are that you draw 1 card per turn and play 1 card per turn. But when you play a New Rule, these rules are either changed or added to. New Rules change the number of cards drawn and played per turn as well as the number of cards you are allowed to hold in your hand, the number of Keepers you can have, bonuses for players who have particular Keepers, and more.
Actions:
These are 1 time use cards that let you do fun stuff like stealing someone else's Keeper, getting rid of a rule you don't like, drawing more cards, and so on.

|  Fast Paced Fun!
This game of constantly changing rules, is constantly changing throughout the course of action. This game is perfect for people who like to make up the rules as they go along as that is the point of the game. However, you also have to follow everyone elses rules... great fun for everyone!

| wonderful
This is one of the best couples games out there. My wife and I play whenever we need a quick gaming fix. It has the enough strategy to keep the hardcore gamer thinking, but is also simple enough (after a few practice games) for those that prefer games like uno and skip-bo. There's also different kinds of decks to buy like Family Fluxx, Eco-Fluxx, and my favorite, Zombie Fluxx.

| A twisted fun game
A twisted little game that can be won in 5 minutes or in an hour (depending on who you play with!)
The rules change as does the goal of the game. Using the recommended layout of cards in the instructions makes following the rule changes easier!

| Great Game
I bought this game a few days ago, I played for the first time yesterday, we played one game after another until it was pretty late. Overall, the game is great, it is fun, pretty easy to understand (once you get the hang of it) and with so many different ways to win, it does not get boring. Highly recommended.

| Fun game!
Love the game. A little hard to follow all the directions sometimes, but that makes the game more interesting in my opinion. Regardless, easy to learn, lighthearted and good for a evening with friends.

Fluxx is very popular where I live, and even though I just bought it and have only played it once, I really enjoy it. The only reason it isnt perfect is that the idea of having different sets of rules confusing me that first time playing, and I played all wrong.
Other than that, it is a really fun game in a cute little box.
